Meet dr bilan

Dr. Bilan Joseph is a native of South St. Petersburg and is a passionate educator, mother, and a concerned citizen. Dr. Joseph has earned a B.A. in English with a concentration in Secondary Education, a M.Ed. in Teacher and Principal Liscensure, and an Ed.D. specializing in Reading and Literacy. She is a highly effective educator with eleven years experience as an elementary, middle, and high school English teacher. Dr. Joseph has taught in public, private, and charter school sectors within the state of Florida, awarding her a unique perspective to both effective and ineffective education policies. She desires to bring this passion, experience, and insight to the Pinellas County School Board.
